Connectivity

The foundation is closer to done in cities than almost anywhere else

Canada has "basically met" its national target of 50 Mbps download / 10 Mbps upload speeds for urban households, with roughly 95% coverage — but the CRTC's own 2024 Communications Monitoring Report puts rural coverage at only 50%, a gap that has not moved since 2020 despite national investment targets. [1] An estimated 1.2 million Canadians, in communities under 30,000 people, still lack adequate broadband service — about 13% of the national population, disproportionately concentrated across the North. [2] The digital divide has historically been identified as most severe in Northern Canada specifically because of the combination of extreme distances between communities, low population density, and the sheer physical cost of extending fibre or satellite infrastructure across Arctic terrain. [5]

Investment has nonetheless been substantial and is accelerating. The CRTC's Broadband Fund, launched in 2019 with $100 million in its first year rising to $150 million by year three, has to date supported projects connecting more than 49,000 households, building over 5,500 kilometres of new fibre, and improving cellphone coverage along more than 630 kilometres of roads across 290-plus communities. [4] In 2024–25 alone, the CRTC committed more than $350 million to two projects specifically serving Inuit communities, and in April 2026 the federal government announced $86 million to bring unlimited high-speed internet to 11,650 households across all 25 communities in Nunavut. [6]

Affordability & skills

A wire reaching a community is not the same as a household using it well

Physical build-out is necessary but not sufficient. Even where infrastructure exists, cost and digital-literacy barriers compound the geography problem — a pattern documented broadly in Canada's digital-divide research, which finds income and skills gaps sit on top of, not separate from, the access gap. [5] The pandemic offered a sharp illustration of what an unclosed skills-and-access gap costs in practice: roughly 30% of rural students reported struggling with online learning when it became the default delivery mode almost overnight. [3] Northern communities face a further compounding factor that urban digital-inclusion programs rarely account for: many of the trusted local institutions that would normally deliver digital-skills training — schools, health centres, community organizations — are themselves still working with the same underlying connectivity constraints as the households they serve.

Training → employment → entrepreneurship

Where connectivity lands, opportunity follows — unevenly, but it follows

Where connectivity has actually arrived, the economic case writes itself: rural businesses with high-speed internet access see 20% higher revenue than comparable businesses without it, according to Conference Board of Canada research. [3] The 777-kilometre fibre line connecting Dawson City, Yukon to Inuvik, Northwest Territories — part of the larger 4,000-kilometre Canada North Fibre Loop — was explicitly framed by government and industry as infrastructure for "distance education," "new business opportunities" and online job search, not just household internet use, when it was funded, and it benefited 63 Indigenous communities across Yukon, the Northwest Territories and northern British Columbia. [9]

A concrete example of what AI-enabled entrepreneurship can look like once connectivity and local knowledge combine: a 2021 pilot project in Sanikiluaq, an Inuit community in Nunavut, built an AI model that integrated traditional Indigenous knowledge, scientific data and satellite remote sensing to identify previously undiscovered inshore fishing locations — funded jointly by the Nunavut Fishery Association, Qikiqtaaluk Corporation and WWF. [10] It is a small-scale proof point, but it demonstrates a model — Indigenous knowledge plus AI, not AI displacing local expertise — that connectivity investment should be designed to make replicable, not accidental.

AI adoption → economic development

The AI gap is now inheriting the broadband gap's shape

The clearest evidence that the AI divide is simply the broadband divide's successor: Canadian rural business AI adoption sat at 9.9% in the second quarter of 2026 versus 21.0% for urban businesses — more than double, and the pattern has held even as both figures roughly tripled off a much smaller 2024 base (3.3% rural, 6.7% urban). [7] Left alone, AI adoption will simply reproduce the connectivity map one layer up, concentrating productivity and income gains in the same urban centres that received infrastructure investment first.

Canada's 2026 "AI for All" national strategy is the first federal AI plan to explicitly name this risk and design around it: its National AI Literacy initiative routes delivery through public libraries and community organizations, "especially those in rural, remote, and northern regions," on the theory that literacy programs anchored only in colleges, large employers or urban school boards will reach the already-connected first, just as broadband investment historically did. [8] The CRTC's own review of the Broadband Fund, running through 2024–25, made parallel structural changes — simplifying applications, improving support for Indigenous applicants and communities, and clarifying eligibility criteria for the hardest-to-reach areas — with a dedicated Indigenous Stream of the fund now launching. [4] Economic development follows from all of this only if adoption, not just access, closes the same gap: a connected community that never gets to the skills, employment and entrepreneurship stages captures none of the productivity gain the connectivity investment was meant to unlock.

Policy recommendations

For policymakers
  • Report AI-adoption gaps by geography alongside broadband-coverage gaps in the same annual disclosures — treat them as one continuous metric, not two programs.
  • Fully fund and expedite the CRTC's dedicated Indigenous Stream of the Broadband Fund; the 2024–25 process reforms only pay off if funding follows quickly.
  • Set a companion 2030 target for rural/Northern AI adoption alongside the existing 100%-connectivity target — connectivity without an adoption target risks becoming an end in itself.
For educators & workforce boards
  • Resource libraries and community organizations directly for AI-literacy delivery, as the national strategy intends — don't default to routing funds through urban institutions for logistical convenience.
  • Design skills training around low-bandwidth, offline-friendly delivery until connectivity gaps close, rather than assuming broadband-equivalent access.
  • Document and replicate Indigenous-knowledge-plus-AI models like the Sanikiluaq fishing project as a training and entrepreneurship template, not a one-off case study.
For business & economic-development leaders
  • Treat the documented 20% rural-revenue lift from connectivity as the business case for AI-adoption support programs, not just infrastructure grants.
  • Extend AI-adoption coaching and financing to rural and Northern SMEs on the same terms offered in urban innovation hubs.
  • Partner with Indigenous-led organizations on AI use cases rooted in local economic strengths (fisheries, resource management, tourism) rather than importing generic urban use cases.
